CDIA to help shape ADB’s Livable Cities Investment Program in Lao PDR

A joint CDIA-ADB mission conducted last 23 to 31 May marked the first phase of a three-year project preparation period leading to infrastructure investments under ADB’s Livable Cities Program in Lao People’s Democratic Republic (PDR). Consultation meetings and site visits were held in three cities: Savannakhet (Kaysone Phomvihane), Pakse and Luang Prabang under the strategic guidance of the Ministry of Public Works and Transport (MPWT).

CDIA will provide grant funding to help MPWT undertake pre-feasibility studies and address urgent urban development challenges in the three cities. To achieve livable cities, priority sectors needing more attention according to stakeholders are solid waste management, wastewater management, and area-based urban renewal. CDIA’s assistance will provide broad technical, environmental, social and economic analyses.

These CDIA-managed project preparation studies will build on existing urban infrastructure that were constructed and developed through previous and ongoing investment loan programs through ADB’s Southeast Asia Regional Department. A holistic review of sectoral master plans will be undertaken to highlight implementation gaps in priority areas such as landfill management and feacal sludge management.

Possible entry points for ‘streetlife’ improvements include riverfront development in Savannakhet, expansion of existing urban space and public parks in Pakse as well as retrofitting of footpaths in the heritage area of Luang Prabang. This component will aim to upgrade street designs, transport connectivity, road safety and inclusive access for pedestrians.

CDIA’s Chee Anne Rono, Urban Development Specialist, will be leading this first-level engagement for the Lao PDR Livable Cities Program in close coordination with ADB’s Antonio Ressano, Principal Urban Development Specialist. The technical team that will undertake the pre-feasibility studies is expected to be mobilized by Sep/Oct 2019.
