Jingmin Huang: ADB Program Manager (Left)

Dr. Huang has more than 20 years’ experience in urban planning, water and sanitation, environment management, and infrastructure development. She currently works in the Asian Development Bank, Manila as a Senior Urban Development Specialist, Sustainable Infrastructure Division in Regional and Sustainable Development Department. She is responsible for ADB’s major initiatives such as ADB’s sanitation and wastewater management revolution, the Green City Initiative under the Urban CoP, and the solid waste management sector. She also plays a major role in developing knowledge products and best practices in the sector both within and outside ADB. Prior to joining ADB, she was a fellow at St. Hugh’s college in Oxford University, UK and lectured at the Department of Engineering Science, Oxford University. Previously, she worked for 10 years on urban planning and urban infrastructure design in China. She holds a PhD in water science from the Oxford University, in addition to two bachelor degrees on industrial economics and environment engineering from Tianjin University, P.R. China.

Stuart King: Senior Infrastructure Specialist (Center)

Stuart has more than 25 years’ experience working as a management consultant specializing in providing economic, financial, and strategic planning advice to public and private sector clients, in both developed and developing countries, with respect to developing innovative financing proposals as well as privatization and other forms of private sector participation initiatives to support infrastructure investment initiatives; helping reform and develop the operational and institutional framework governing utility sector operations including the establishment of regulation bodies and associated implementation of regulatory policy as well as sector restructuring and reform initiatives; and reviewing and assessing the operational performance of utilities either as part of a due diligence process or as part of a business strategy development exercise. At CDIA, Stuart is the country manager for Indonesia and will provide infrastructure financing analytical support to other team members as well as the Program in general.

Rohit Sanyal Nag: Financial Specialist (Right)

Rohit began his career in climate finance with Eco Securities in Manila, where he worked on business development and origination of carbon finance projects around the country. He subsequently joined the World Bank’s (WB) Environment Unit in Washington D.C., where he focused on renewable energy and energy efficiency projects — primarily wind, efficient street lighting, geothermal and waste to energy — in the Middle East North Africa (MENA) and East Asia Regions. He was a part of the World Bank team that developed the Amman Green Growth program in Jordan, which at the time was the very first multi-sectoral, city-wide program of activities involving interventions in transport, waste, energy, water and sanitation, and urban forestry sectors.

After the WB, Rohit was involved with GIZ Beijing where he continued working on sustainable urban development in China’s second and third tier cities. Prior to joining CDIA, he was working with the Chinese environmental engineering consulting firm Engineering Services and Design, in Shanghai. As the Sustainable Financing Specialist, he undertook financial and economic analyses as part of standard project due diligence for infrastructure projects for WB, ADB, and the European Investment Bank.
