CDIA Strengthens Ties With Partners in China

In late January, CDIA Program Coordinator Joris van Etten visited CDIA-China to assess the progress of CDIA’s work in the country. With the China Team, headed by China Country Manager Adolfo Guerrero, they had very productive meetings with some of CDIA’s most important partners such as the Digital City Engineering Research Center of Chinese Society for Urban Studies, the Ministry of Housing and Urban-Rural Development (MoHURD) and Smart City Investment Co., Ltd.

The Digital City Engineering Research Center is keen on working with CDIA in their general design for municipal PPP projects and to establish a Smart City Fund with CDIA, the National Development and Reform Commission of People’s Republic of China
(NDRC), the Ministry of Finance of People’s Republic of China (MoF) and ADB; sharing pipeline projects and financing resources.

Moreover, after a successful joint PPP training for 30 NDRC officials in November 2014, CDIA and NDRC are planning the activities in 2015 together. The Team met with the Department of Economic System Reform in NDRC, which is a department closely related to PPP training as PPP is regarded as an innovative financing mechanism in China. The Team also reflected on the joint activities last year and expressed the expectation for both parties. MoF has a PPP training with CDIA scheduled for mid-April in Hunan Province. MoF also welcomed CDIA to bring in other knowledge development trainings related to the finance and fiscal reform in China, thus, CDIA is hoping to introduce the Credit Worth Academy Workshop in conjunction with the World Bank and the Public-Private Infrastructure Advisory Facility.

The Team also briefed ADB’s urban team in the Resident Mission about the progress of CDIA’s work with Chinese cities and the repercussions of these projects on ADB’s pipeline (photo). A meeting was also held with GIZ to discuss the Europe-China Eco-Cities Link project by GIZ – a high-level cooperation between China and the European Union to promote an exchange urbanization experiences between Europe and China. E-C Link are expecting more joint efforts with CDIA on their projects and capacity-building activities.
