Initial Climate Risk Assessment of Proposed Wastewater Management System Conducted in Kampong Chhnang

The Tonle Sap basin is home to a third of Cambodia’s population, many of which depend on the lake’s resources for livelihood. Located along rivers that flow into the lake, the basin’s urban population is highly susceptible to climate change hazards such as rainfall-induced flooding and erosion.

CDIA sought to help abate the situation by supporting the Ministry of Public Works and Transport (MPWT) identify infrastructure investments in municipalities within the basin. These municipalities include Kampong Chhnang, Pursat, Steung Sen, and Serei Saophoan. Specific interventions include undertaking rapid assessments, as well as various pre-feasibility studies for wastewater and/or drainage system, and solid waste management in identified municipalities.

In line with this, CDIA together with selected staff from the municipal and provincial authorities of Kampong Chhnang gathered to do an initial climate risk assessment of the proposed wastewater management system on 03 March 2017.

Starting off with site visits to the intended location of the interventions, the participatory workshop took into account the context of local historical and forecasted climate change impacts, and how these will eventually affect the wastewater management system. Major infrastructure components such as volume of raw wastewater, pumping, condition of pipes, flow rate, storage, and sludge treatment were assessed on how sensitive or susceptible each one of them is to climate change induced shocks and stresses. A more thorough vulnerability assessment will be done to strengthen the results of the initial assessment.

CDIA is likewise supporting the city and the MPWT in securing downstream finance for project implementation from the Asian Development Bank (ADB).
