19th Donors’ Meeting Serves to Detail the Trust Fund Setting

It’s a day to remember when the 19th Program Review Committee (PRC) Meeting was held on 23 November in Manila, Philippines. The day did not only mark a milestone with the launch of the CDIA Trust Fund hosted by the Asian Development Bank (ADB), it also celebrated the 10 successful years of CDIA.
The PRC is CDIA’s governing body comprising major contributors and shareholders. The PRC members present in the Manila meeting were: Mrs. Jutta Kranz-Plote from the Federal Ministry for Economic Cooperation and Development (BMZ), Germany; Ms. Verena Hagg from the Federal Ministry of Finance (BMF), Austria; Mr. Roman Windisch from the State Secretariat for Economic Affairs (SECO), Switzerland; and Mr. Gil-Hong Kim, Chair of the PRC, from the ADB.
Part of the PRC Meeting discussions were on the accomplishments of CDIA as reported in the January-June 2017 Progress Report; the focused Capacity Development approach in Project Preparation Studies (PPS); and the new governance under the CDIA Trust Fund Model. In CDIA’s new organizational set-up as a Trust Fund under the Urban Financing Partnership, the PRC members will now meet as CDIA Trust Fund Financing Partners.
The objectives of CDIA under the new governance set up will remain the same as in the previous 10 years, including its ‘demand-driven’ approach whereby cities are encouraged to apply for CDIA support. The approval process, however, will slightly change to comply with the processes applicable for ADB Trust Funds.
