ADB Urban Development Specialist and CDIA Project Officer Lara Arjan, along with CDIA Capacity Development Specialist Kathleen Jovellanos shared their insights on financing green and smart urban infrastructure and services at the First EU-ASEAN* Knowledge Exchange Workshop on Smart and Green Cities held on 22 July 2022 in Jakarta, Indonesia.

Organized by the UN Development Capital Fund (UNCDF), Global Fund for Cities Development (FMDV), and the ASEAN Secretariat, the hybrid event provided the first platform for peer-to-peer exchange among city representatives and key stakeholders in the European Union and ASEAN regions.

Lara Arjan presented ADB’s Strategy 2030, which identifies “Making Cities More Livable” as one of its seven operational priorities toward a prosperous, inclusive, resilient, and sustainable Asia and the Pacific. She also introduced ADB-supported instruments and facilities related to deploying and financing green and smart urban infrastructure and services in the region.

Kathleen Jovellanos then presented how CDIA supports secondary cities across Asia and the Pacific in preparing bankable and sustainable infrastructure projects. She also shared key lessons on bankability, capacity development, and institutional readiness from CDIA project examples, which attendees can take stock of, as they prepare their respective green and smart urban projects.

Through the presentations and group discussions, participants were able to make a sound assessment of the key challenges and good practices in the ASEAN region. For instance, they were able to discuss the importance of having the right approach to collaborating with various stakeholders and dealing with data privacy issues in smart city initiatives.

The workshop was conducted under the framework of the Smart Green ASEAN Cities (SGAC) Programme, an initiative of the European Union dedicated to foster the development of financing solutions to implement smart, green city development projects.
