Project Preparation Study for the Bangladesh Smart Cities Development Now Underway

The ongoing cooperation between the Asian Infrastructure Investment Bank (AIIB), Bangladesh’s Ministry of Local Government Rural Development and Cooperatives, and ADB-CDIA – to undertake a project preparation study (PPS) – marks a significant milestone in initiating the Bangladesh Smart Cities Development Project (BSCDP).

This project aims to enhance the urban services in the cities of Laksham, Feni, and Mirrersharai while boosting their climate resilience and promoting e-governance.

In 2021, AIIB and CDIA started preparing the components of a PPS that will pave the way for transformative smart city development in the three cities. Officially launched on 14 March 2024, the PPS will be implemented in two stages.

At Stage 1, CDIA will prepare an integrated smart city development framework focusing on one priority urban cluster while aiming for its replication in other clusters. It will also conduct assessments, identify sub-projects, develop bespoke smart city strategies and investment plans, and craft an institutional and capacity development road map.

Moving into Stage 2, CDIA will conduct a pre-feasibility study and outline designs, including technical assessments of priority smart and climate-resilient infrastructure services. Likewise, it will include an assessment of the institutional and municipal financing capacity of the three cities and the conduct of training activities to bolster the implementation of smart city initiatives. Stage 2 will culminate in the preparation of project framework documents, including an environmental and social management planning framework.

AIIB is expected to leverage the findings of the PPS and advance the project to feasibility studies leading to BSCDP implementation.

The next milestone of the PPS is the inception workshop, a venue where stakeholders will converge to discuss the preliminary findings of the ADB-CDIA consulting team toward the successful completion of subsequent PPS activities.
