ADB–CDIA Greenlights Taguig Transit-Oriented Development Project for Intermodal Connectivity and Livability
December 18, 2025

On 21 November, ADB approved $1.5 million in CDIA support for the Senate–DepEd (SEED) Transit-Oriented Development Project in Taguig City, Philippines. The funding will provide project preparation assistance to develop a 13-hectare property between the North–South Commuter Railway (NSCR) and the Metro Manila Subway Project (MMSP) stations, enabling seamless connectivity while driving economic growth and active community engagement.
Led by the Department of Transportation, in partnership with the Department of Education (landholder), and the City of Taguig, the SEED project will establish passenger transfer and intermodal facilities, strategically connecting the NSCR and MMSP stations, which are approximately 300 meters apart.
The project envisions providing modern amenities, including green spaces, active transport facilities, and safe and vibrant walkways. Commercial and public spaces within the stations will create hubs offering a range of services and fostering economic activities, businesses, and community well-being.
The SEED project aims to pursue downstream financing through public-private partnership, with ADB’s Office of Markets Development and Public–Private Partnership serving as transaction advisor. As such, it will prepare the feasibility study, structure the project commercially and legally, and support market sounding and stakeholder engagement. It will also lead procurement by drafting bidding documents, assisting in the process, finalizing the concession agreement, and monitoring until financial close.
Upon implementation, the project is anticipated to contribute to climate change mitigation by reducing greenhouse gas emissions and encouraging a shift from private vehicles to mass transit. It will also improve access to education, employment, and services for vulnerable groups, aligning with the Philippines’ national priorities for inclusive growth.
