ADB–CDIA Launches Study to Advance Climate-Resilient Water Supply and Sanitation in Uzbekistan
December 18, 2025

ADB–CDIA has officially begun a project preparation study (PPS) in support of Uzbekistan’s Climate-Resilient Water Supply and Sanitation Services Project. The PPS will advance improvements in water supply access and wastewater infrastructure in the provinces of Andijan and Fergana, and the Autonomous Republic of Karakalpakstan.
Uzbekistan, Central Asia’s most populous country with 37 million residents, faces mounting climate risks—heatwaves, floods, and droughts—that threaten its water and sanitation sector and undermine public health, food security, and infrastructure. The PPS will support the preparation of preliminary design and bidding documents for priority investments to meet the growing demand, while addressing climate vulnerabilities in the target areas.
To this end, ADB–CDIA, through its commissioned consulting firm, Eptisa, will identify strategic subprojects through data and situation analysis and stakeholder consultations. It will also prepare preliminary technical designs of two water treatment plants and six municipal wastewater treatment plants, and the related technical specifications for subsequent Design-and-Build and/or Design-Build-Operate scheme tenders.
Beyond engineering and procurement, the study will strengthen the institutional capacity of Uzsuvtaminot Joint Stock Company and municipal governments. It will also integrate gender mainstreaming and stakeholder engagement into the PPS—ensuring that future investments are not only climate-resilient but also inclusive.
The PPS, which will be implemented for approximately 12 months, will lay the groundwork for Uzbekistan’s water and sanitation infrastructure—advancing the country’s goals for climate resilience, improved public health, and sustainable economic growth.
