CDIA Supports Diagnostic Mission to Advance ADB’s First City-to-City Partnership

With support from CDIA, ADB held a three-day diagnostic mission from 9-11 June in Ho Chi Minh City, Viet Nam. The objective of the visit was to facilitate collaboration between officials from the City of Milan and Ho Chi Minh City through ADB’s inaugural City-to-City Partnership (C2CP).

Under the peer-to-peer learning program, Milan, as mentor, is expected to share practical solutions to strengthen Ho Chi Minh City’s wastewater management and flood resilience, while Ho Chi Minh City is expected to gain from the insights to build their capacity. 

After three days of workshops, site visits, and technical planning sessions, both parties agreed to prioritize knowledge exchange and capacity building for reducing combined sewer overflows, leveraging digital technologies, establishing asset valuation processes, and strengthening governance.

The cities will refine the identified priorities before their reciprocal visit in late 2026. The Milan–Ho Chi Minh City partnership is implemented under ADB’s TA10722-REG.
