Key City Development Issues

Huangshan City is located in the upstream region of the Xin’an River basin, which is the main drinking water source for 10 million people living in the downstream areas of Zhejiang Province. Economic development, urbanization, agricultural activities, and the growth of tourism in the Huangshan area have increased the environmental and ecological pressure across the Xin’an River Basin.

Details of Cooperation

CDIA provided support to ADB’s Transaction Technical Assistance (TRTA) for the Anhui Huangshan Xin’an River Ecological Protection and Green Development Project by undertaking a PPS that will introduce innovative technologies and international best practice to support project design and feasibility studies. The final deliverables of the PPS included knowledge products with project-specific elements which can be used as guidelines for further project design during implementation. The five project components covered by CDIA’s support included: (i) watershed quality management; (ii) urban first flush run-off; (iii) climate change adaptation; (iv) application of information and communication technology; and (v) environmental monitoring and emergency response system.

Expected Development Outcomes

The project is expected improve the economic and environmental conditions in the upstream of the Xin’an River through upgrading of urban point source pollution management facilities, enhancing rural point and non-point source pollution control facilities, and strengthening local capacity for ecological system and project management.
