Key Development Issues

Uzbekistan is highly vulnerable to climate-related impacts like temperature changes, precipitation shifts, and extreme weather events such as heatwaves, droughts, and floods. These challenges threaten the water supply and sanitation (WSS) sector, impacting health, food security, and social wellbeing, especially for the poor.

To address these issues, the ADB-funded project, Climate-Resilient Water and Sanitation Services Project, aligned with Presidential Resolution 343, aims to provide inclusive access to safe, reliable, climate-resilient, and sustainable WSS services in Andijan and Fergana provinces, as well as in the arid and drought-prone autonomous region of Karakalpakstan.

Details of Cooperation

CDIA assistance is vital in accelerating project implementation by funding the advanced preliminary design and procurement of priority WSS infrastructure to maintain progress and meet the stipulated project readiness requirements of ADB and the Government of Uzbekistan.

CDIA will (i) identify solutions for strategic subprojects through data and situation analysis, and stakeholder consultations, and (ii) prepare technical preliminary designs of two main water supply treatment plants and 7 small municipal wastewater treatment plants, and related technical specifications for subsequent Design-and-Build and/or Design-Build-Operate scheme tenders. Parallel objectives include improving the institutional capacity of the Uzsuvtaminot Joint Stock Company (UJSC) and municipal governance, identifying innovative solutions for the plants, improving climate change and disaster resilience, and gender mainstreaming.

Expected Development Outcomes

The proposed project will assist the Government of Uzbekistan in addressing climate vulnerabilities and enhancing public health and economic conditions by ensuring inclusive access to safe, reliable, climate-resilient, and sustainable water supply and sanitation services for residents in the provinces of Andijan and Fergana, and in the ARK. It will assist in upgrading and expanding WSS infrastructure in these areas and support the regional WSS companies (suvtaminots) to implement transformational changes.
