Key City Development Issues

Given that waste generation was estimated at 1400 to 1500 tons/day, the city was running out of landfill space and faced difficulties in finding appropriate land for landfilling. The city’s vision for the solid waste sector was as follows: (1) maximization of 3R initiatives; (2) implementation of cost-effective and culturally suitable “advanced” technologies for solid waste management (SWM) from collection to final disposal; (3) reaching 100% solid waste collection coverage for the whole city and the people; and (4) realization of the above on a phased approach.

Details of Cooperation

CDIA provided technical support, which included the following:

a) review of existing SWM studies and appraisal of existing SWM systems in Tangerang from collection to final disposal, as the basis for providing recommendations in upgrading and substantially improving its SWM sector, and operating a sustainable and integrated SWM system for the city;

b) review the detailed engineering design and feasibility study for the rehabilitation and upgrading of the city’s existing landfill Rawa Kucing; and

c) prepare a Pre–feasibility study for the most appropriate solid waste treatment technology for the city.

Expected Development Outcomes

The SWM revitalization efforts were aimed to increase the percentage of urban poor who can access basic services such as SWM; increase job opportunities for over 3,500 waste pickers and informal sector workers by making them part of the solid waste management sector; and improve the air, ground and water quality, as well as public space cleanliness of Tangerang by improving the Rawa Kucing landfill.
