Key City Development Issues

Residents living along Xiang River are prone to floods and the consequential economic losses. In addition, the sewage being  discharged directly into the river due to lack of sewage treatment facilities poses risks to the residents’ health. The domestic water treatment policy issued by the National Development and Reform Commission (NDRC) in the 12th five-year plan requested all perfecture-level cities to achieve 100% waste sorting for domestic waste, 80% waste treatment level and 50% of waste incinerated. However, there is no waste sorting, recycling nor incineration in Yongzhou. To meet the requirements set by NDRC, the government of Yongzhou instituted a plan toward a more efficient and environment-friendly domestic waste treatment.

Details of Cooperation

CDIA prepared a pre-feasibility study, which analyzed treatment technologies and incineration power plant solutions, which included comprehensive assessment on the environmental and social impact, as well as public consultation for project implementation. CDIA also reviewed Xiang River Ecological Comprehensive Management Project proposed plan and overall design, encompassing analysis on ecological/environmental impact of the project, proposal of investment plan and a public-private partnership model and cost-benefit/financial risk analysis. Finally, it held capacity development training activities to relevant bureaus and personnel on available technologies and best practice of solid waste management and PPP.

Expected Development Impacts

Upon implementation, the project is envisaged to reduce the health implication to nearby residents and their environment. It will also help enhance the water quality in midstream and downstream areas with the construction of sewerage discharge facility. Meanwhile, the waste incineration power plant could lower consumption of coal-powered electricity.
